BOARD/COMMITTEE: PRINCETON CONSERVATION COMMISSION MINUTES
DATE: February 20, 2018           TIME: 7:00            LOCATION: Town Hall Annex
Attendance: Chairman Brian Keevan, John Vieira, Ron Thompson, Barbara Laughlin, Rachael Catlow, and Susan Mitchell
John Vieira called the meeting to order at 7:05 PM.
Votes taken in the following actions are ”all in favor” unless noted otherwise.
Public Hearings:
Item 1: A Notice of Intent (NOI) was filed for NEADS located at 305 Redemption Rock Trail (DEP File # 267-0401) for the construction of a garage.  The project is located outside 200-foot Riverfront Area, but is within 100-foot wetland buffer zone.  Plans were prepared and submitted by Existing Grade Inc.  Zachary Gless presented the plans for the applicant.  The Commission requested a copy of the Stormwater Checklist and a list of how each Performance Standard for redevelopment within a Riverfront area is being met.  This NOI will be continued at the March 20, 2018 meeting.
Item 2: A NOI was submitted for 221 Beaman Road (DEP File # 267-0404).  Plans were prepared and presented by Karen Keegan and the property owner.  The scope of work includes the demolition of a single family residence and construction of a new house, upgrade of septic system, and installation of a new potable well.  The Commission requested edits to the Site Plan and this NOI will be continued at the March 20, 2018 meeting.  
Item 3: A public hearing was opened for 94 Wheeler Road for a replacement of an existing septic (DEP File # 267-0402.  A Site Plan was submitted and presented by the property owner Clayton Erickson.  A Presby system and septic tank will be installed within 100 feet of wetland buffer zone.  The Commission issued an Order of Conditions for this NOI submittal.    
Item 4:  A public hearing for 91 Ball Hill Road (DEP File # 267-0403) was continued for March 20, 2018 meeting.
Item 5: A public hearing for 23 Hubbardson Road for Manero Realty Trust/Nabil Roufail (DEP File # Not yet issued) was continued for March 20, 2018 meeting.
OTHER BUSINESS:
Item 1:  MEPA-ENF submitted for Wachusett Audubon property located at Wachusett Meadow.  The Commission anticipates a NOI submittal for the March 20, 2018 meeting.  
Item 2:  Larry Greene Jr. did not attend the meeting to request a COC for the Route 140 project (DEP file # 267-0381).  Commission members conducted a site walk starting at the intersection of Hobbs Road and State Route 140 and proceeded approximately ¼ mile north.  The Commission also inspected Washburn Brook and an un-named drainage basin.  The Commission will continue discussions pending the completion of an additional site walk(s).   
Item 3: The Commission received a copy of a MADEP Section 401 Water Quality Certification Application BRP WW 11 Minor Project Certification for the rehab of a State Route 140 bridge over Keyes Brook which is designated an Outstanding Resource Water.
Commission Other Business, Mail, Procedures, etc.:
The Commission approved the January 16, 2018 meeting minutes with minor changes.
The next PCC meeting is scheduled for March 20, 2018.
Forest Cutting Plan: No cutting plans were submitted.
